Item Summary:

Discussion and Possible Action on Proposal and Contract Agreement by Datamark for the Re-Addressing Project in the amount of $250,840 Including Gross Receipts Tax.

Financial Impact:

Funds in the amount of $100,000 are budgeted in the General Fund's Planning and Zoning Department's Contractual Services line item (101-070-52000).  In addition, the Village did receive a capital outlay grant in the Legislative Junior Bill in the amount of $95,000.00.  Any additional funds needed will have to be determined from FY 2024 Budget cuts.

Item Discussion:

Presentation by Datamark for the Re-Addressing Project to outline proposal, including the scope of work and cost.  DATAMARK’s Strategic Planning services will evaluate current public safety, addressing, and GIS data environment, enabling them to create recommendations and an implementation plan to accurately perform re-addressing of incorporated areas within the Village of Ruidoso. Strategic Planning services to be delivered in two phases.

 

The Village of Ruidoso advertised RFP #2023-004P E911 Address Planning and Implementation on September 30, 2022 with proposals due October 20, 2022.  One proposal was submitted by Gesopatial Enterprise and was deemed non-responsive.  No award was made.

 

The Village of Ruidoso readvertised RFP #2023-007P E911 Address Planning and Implementation on December 9, 2022 with proposals due December 29, 2022.  One proposal was submitted by Gesopatial Enterprise.  The proposal was extremely above the budget.  Geospatial Enterprise negotiated a smaller rate for partial work with the statement that when the budget ran out, then no more work would be performed which was unacceptable to the Village.  No award was made.

 

The Village of Ruidoso now has the option to award a contract directly to a vendor without further procurement methods needed.  The Village has chosen to award the contract to DATAMARK, a Michael Baker International, Inc. (“Michael Baker”) company.

Recommendations:

To Approve Proposal and Contract Agreement by Datamark for the Re-Addressing Project in the amount of $250,840 Including Gross Receipts Tax.
